It resolves to No otherwise, including if no qualifying ascent is completed by the cutoff or the qualifying ascent’s time falls in any other band. There is no TIE outcome; in this group, at most one submarket resolves Yes and all others resolve No, and if no qualifying ascent is completed or if there is any cancellation, accident, or death preventing completion, all submarkets resolve No.
