It resolves NO in every other regulation outcome, including England winning by exactly one goal, any draw, or a win by Congo DR. It resolves to Tie only under the postponement or cancellation conditions in Rule 5; in the event of a Tie resolution, all positions settle at $0.50 per share.

Definition of "Winning Margin": The margin is England's total goals minus Congo DR's total goals during the 90 minutes of regulation play plus any added stoppage time only; extra time and any penalty shootout are excluded. Own goals count toward the team credited in the official match report (an own goal by a Congo DR player counts toward England's total, and vice versa).
